I can tell you that it is designed like that as the Mainsail halyard cleats into a stopper on the mast.
I am tempted to say that the wire may be a tad too long, I have questioned it and I am taking measurements incase it is incorrect. However checking the Devoti website I can see they are all the same.
Why isn't the sail at the top of mast? Halyard stretch due to lots of cunningham?

Halyard is spliced with a shroud like wire which connects to the mast fitting to lock in place
